YWCA Landlord Engagement Services works to build partnerships between landlords and community agencies in Snohomish County. The program provides landlord outreach and assists landlords with navigating the various rental assistance programs in the community.
CLEAR Hotline
Outside of King County call the CLEAR Hotline at 1-888-201-1014 weekdays
between 9:15 am – 12:15 pm.
In King County call 2-1-1. 2 1 1 is open weekdays 8:00 am – 6:00 pm. 2 1 1 will identify and refer you to the appropriate legal aid provider.
Seniors (age 60 and over) can also call CLEAR*Sr at 1-888-387-7111 (statewide)

Deaf, hard of hearing or speech impaired callers can call CLEAR or 2-1-1 (or tollfree 1-877-211-9274) using the relay service of their choice.

Renter Certification Training – Snohomish County
This free training is offered to all Snohomish County residents and rental professionals. This course is intended for Landlords and Tenants to become familiar with rights, laws, and responsibilities while developing a conflict-free relationship.
We invite our community partners to join us in this work! Host sites are needed to help our clients access classes.
Fair Housing Training – Snohomish County
The DRC offers over 20 Renter Certification & Fair Housing public trainings yearly. Each training is taught by a local specialist in the Landlord-Tenant and Fair Housing field. This training will introduce you to the following:
- Rights and responsibilities of landlords and tenants
- Fair housing laws and how they apply to you
- protected classes
- disabilities and accommodations
- What landlords look for in the screening and application process
- Soft skills to help stabilize housing and minimize evictions
- Community resources to assist landlords and tenants in securing conflict-free housing
The more tenants and landlords are familiar with their rights and responsibilities, the easier it will be for both to ensure their needs are met.
All participants receive a certificate upon completion that boosts their rental resume. Completion of training also entitles Snohomish County residents and rental providers to one free Landlord-Tenant Mediation upon completion of the training.
In addition to the trainings, Dispute Resolution Center Fair Housing counselors can meet with tenants and landlords to discuss fair housing concerns, and problem solve next steps. These steps may include coaching, mediation, letter writing support, or referrals to other agencies.

What is conciliation and how can it help our clients?
- A facilitated conversation where a neutral third-party relays information between parties in conflict with the goal of finding a mutually acceptable resolution.
- The neutral third-party only shares information that the client allows.
- Allows for the neutralizing of language to avoid inflaming conflict.
- Creates teachable moments to potentially help the client avoid conflict in the future.
